A woman at the head of government in Togo is a first in the country’s history. Under the terms of the presidential decree, it now falls to Mrs. Victoire Tomégah-Dogbé the heavy responsibility of leading the Togolese government under the senior leadership of the President of the Republic. She thus becomes the first woman to assume such a function. With her, history seems to repeat itself when we know that she was the first woman to occupy the position of Chief of Staff of the Presidency of the Republic since her appointment on May 15, 2009 by the Head of State.

A manager by training, this Togolese born on December 23, 1959 is known to be very hardworking, sparing neither her time nor her strength and energy to give the best of herself. His perfect knowledge of the files constitutes a real asset which could help him to continue the implementation of the vast projects of the new five-year term. Added to these advantages is his eloquent personal journey.

She served at UNDP as director of operations, a position which led her to lead several restructuring missions in several offices, notably in Senegal, Mali, Mauritania, Equatorial Guinea and Burundi. In Congo Brazzaville, Burkina Faso and then Benin, she served as Deputy Resident Representative of the UNDP.

It was in 2008 that Ms. Victoire Tomégah-Dogbé entered the government. She was called by the President of the Republic and the then Prime Minister Mr. Gilbert Houngbo to occupy the portfolio of Minister Delegate to the Prime Minister in charge of Grassroots Development, a newly created department.

On May 15, 2009, Ms. Victoire Tomégah-Dogbé was appointed Director of Cabinet at the Presidency of the Republic where she coordinates the strategic and operational activities of the Presidency. In this position, she provides wise advice to the President of the Republic on important issues.

In 2010, following the presidential election won by the head of state, she was appointed Minister of Grassroots Development, Crafts, Youth and Employment in the second Houngbo government. She will retain her ministerial functions within the Ahoomey-Zunu I government from 2012 to 2013 and the Ahoomey-Zunu II government from 2013 to 2015. After the presidential election of April 2015, Komi Selom Klassou was appointed Prime Minister. Ms. Victoire Tomégah-Dogbé still retains her ministry in the government formed on June 28, 2015.

The care with which she surrounded her work, her tireless dedication to the issue of development, made the department she managed a real tool in the fight against poverty. Thus, on the instructions of the President of the Republic, she launched and implemented the concept of grassroots development with the objective of reducing the social divide by promoting the principles of inclusion, participation, accountability and empowerment of populations.

In this dynamic, she initiated and piloted community mobilization programs, capacity building of grassroots groups and communities and social protection nets such as monetary transfers to the most vulnerable groups, school canteens (PSAEG, PDC, FSB etc…)

Ms. Tomégah-Dogbé also initiated and successfully implemented projects aimed at the inclusion of women, young people and artisans, particularly through the National Fund for Inclusive Finance (FNFI). Several initiatives for the benefit of youth are to its credit, notably youth entrepreneurship and creativity (FAIEJ, Nunyalab), and projects to strengthen the employability of young people around promising sectors (PAEIJ-SP), volunteering ( ANVT) which are enjoying great success with young people with the establishment of youth centers and craft resource centers. It should also be noted that Ms. Tomégah-Dogbé remains a linchpin in the process of developing the National Development Plan (PND).

As his rich educational background shows, the new head of government is gifted to a high degree with the qualities necessary for the accomplishment of his new mission. Ms. Tomégah-Dogbé holds a master’s degree in Economics and Management from the University of Benin-Lomé, a Master’s degree in Governance and development from Jones International University in New York (USA).

 

Ms. Tomégah-Dogbé is married and the mother of four daughters.
